The History of Development

     One of the largest power systems of the Russian Federation - Tyumenskaya was founded by the order ¹ 60 from 03.05.79 USSR Ministry of Energy, at the base of energy enterprises of REU "Sverdlovenergo” located in the Tyumen region. This was dictated by the rapid development of the West Siberian fuel and energy complex. Until that time in the territory of the Tyumen region separate enterprises operated, including the Surgut SDPP-1(State District Power Plant), Tyumen TPP-1(thermal power plant), Surgut, Tyumen, Ishim electrical networks. With the putting into operation of the first fascilities of the Surgut SDPP-1, the main power base moved from the south to the center of of oil and gas complex.

     Until the early 90-ies the development of economic complex of the Tyumen region was subordinated to their main task – to provide the maximum possible volumes of production of hydrocarbons, the transportation of oil and gas into the European part of the country and for export. Tyumen power system was developed to provide electricity to oil and gas industry in the Western Siberian oil and gas industry.

     During the 80-ies were introduced new units on existing stations, and also began construction of five more stations and major electric transmission facilities. By the creation of the Surgut power complex composed of the two most powerful SDPP was completed the phase of the development of the Tyumen Energy and was overcome the deficits in the region for energy. Over time, "Tyumenenergo" came to the level of excess power company, i.e. Electricity on balance-crossflow was delivered to the wholesale market.

     During the State program of privatization approved by the Supreme Soviet of Russia on 11 June 1992 ¹ 2980-1, and in accordance with Presidential Decree dated August 14, 1992 ¹ 922 “On the particularities of the transformation of state enterprises, associations, organizations of the fuel and energy complex in the joint-stock companies”, with Presidential Decree dated August 15, 1992 ¹923 “On organization of management of Electricity Sector of Russia in the condition of privatization”, with Presidential Decree dated November 5, 1992 ¹ 1334" On implementation of the Electricity Industry Russian Federation Presidential Decree of 14 August 1992 ¹ 922 "On the particularities of the transformation of state enterprises, associations, organizations of the fuel and energy complex in the joint-stock companies" on the March 12, 1993 was established Open Joint Stock Company of Energy and Electrification "Tyumenenergo", which is the successor of the state enterprise - the Tyumen Production Association of Power and Electrification "Tyumenenergo" (PAPE "Tyumenenergo").

     On December 26, 1996 on the basis of the Order of the Committee of Economics and Forecasting ¹391 of 26.12.1996 JSCOT (Joint-Stock Company of Open Type) "Tyumenenergo" re-registered in OJSC Tyumenenergo".

     27.04.2007, the Board of Directors of RJSC “UES of Russia” decided to increase the number of inter-regional distribution companies, from 4 to 11, formed on the principle of territorial conjugation and compatibility of the book value of assets. Thus, OJSC “Tyumenenergo” was approved in the configuration of inter-regional distributive network company, without changing the name.

     Until June 30, 2008 the sole shareholder of OJSC “Tyumenenergo” was RJSC “UES of Russia”. In the course of reorganization of RJSC “UES of Russia”, from July 1 OJSC “Holding MRSK” owns 100% of stocks of OJSC “Tyumenenergo”

The history of development by years:

1956 — october 8, 1960 — Tyumen CHP-1 constructed, and the first 25 MW turbo generator of the power plant commissioned.

May 15, 1969 — Tyumen — Ust-balyk 220 kV overhead line energized.

March 1, 1964 — Tyumen Power Grids established within district energy industry management institution Sverdlovenergo, the first company of the Tyumen region energy system.

1970 — Surgut 220 kV substation commissioned to supply power to many oil and gas enterprises. Tyumen — Tavda — Uray and
Surgut — Megion overhead transmission lines commissioned to connect the Tyumen region with the Khanty-Mansijsk autonomous
district.

1970 — Surgut Power Grids segregated from Tyumen Electric Networks. December, 1972 — Ref t inskaya SdPP — Tyumen 500 kV overhead line commissioned.

December 31, 1972 — Surgut SdPP-1 launched, the first power plant built in the North of the Tyumen region, and the fourth largest power plant in Russia. Rated capacity of Surgut SdPP-1 is 3,280 MW. Permanent equipment of the power plant includes 16 generating units and a starting and reserve CHP.

May 3, 1979 — state enterprise the Tyumen Production Association of Power and Electrification Tyumenenergo established.

April, 1977 — Surgut SdPP — Megion 500 kV OHl commissioned, which enabled transportation of Surgut SdPP power to the eastern oil and gas containing territories.

1979 — Tyumenenergo branch Nizhnevartovsk Power Grids established.

1980 — a new network company Northern Power Grids established within JSC Tyumenenergo to render energy saving services in the Yamalo-Nenets autonomous district.

1981 — Tyumenenergo branch Uray Power Grids established.

1982 — a 500 kV OHl commissioned, from Surgut to Nizhnevar tovskiy, to satisfy the rapidly growing power needs of the energy district where electric drive was widely used for oil production.

1982 — Kholmogorskaya — Urengoy 500 kV OHl constructed. For the first time gas producing areas of the Nadym-Urengoy generation center, previously fed by independent stations, received a reliable and cost-effective source of energy.

1983 — construction of the second strategic 500 kV line Reftinskaya SdPP — Tyumen — Surgut completed to ensure intersystem
relations with Ural.

End of 1983 — two heat-extraction units incorporated by Surgut SdPP-1 to solve the problem of centralized heat supply for Surgut.

March 1, 1985 — the first 800 MW power generating unit started at Surgut SdPP-2, followed by the second unit in November. This is the first time in the history of energy industry, when two power generating units of such capacity have been commissioned in the same year.

By 1986 — Tyumenenergo included two new grids: Nefteyugansk and Noyabrsk Power Grids.

February 1987 — Surgut SdPP-2 separated from Joint Surgut SdPP, Kogalym Power Grids established in the same month.

January 1991 — Tyumenenergo branch Nyagan Enterpr ise Energokompleks established.

January 30, 1993 — the first power generating unit commissioned at Niznevartovsk SdPP. after that the construction site was suspended for a long time. It was resumed in 2000 under Tyumenenergo investment program. Rated capacity of the first stage of the power plant was 1,600 MW. Heating power of the station is 758 Gcal/h.

1993 — under State Privatization Program of the Russian Federation, open jointstock corporation Tyumenenergo established, as a successor of the Tyumen Production Association of Power and Electrification Tyumenenergo (established on May 3, 1979). Three years later open joint-stock corporation Tyumenenergo was reregistered as Open Joint Stock Company Tyumenenergo.

1995 — Pyt-Yakh — Nelymskiy 500 kV OHl commissioned (266 km).

2000 — JSC Tyumenenergo becomes one of the nation largest power enterprises. The joint-stock company comprises 21 sepa rate units: 7 power plants with aggregate capacity 10,421 MW, 12 power grids, as well as maintenance and service units.

2000—2005 — Reforms. In this period Russian economy starts to revive. Recovery of the industrial sector sets up the trend for systematic growth of energy consumption. Sustainable development of the industry and renewal of worn fixed assets obviously require raising billions of investments. This problem can be solved by principal reformation of national electric power industry, reduction of monopolization and government regulation rates, and opening the industry for market relations and a wide range of institutional investors.
Prior to the reform, a great amount of job was performed, in particular, payment discipline streamlined, barter relations terminated, with the result that the industry acquired funds for normal current activity and resumed develop ment interrupted by the crisis.
JSC Tyumenenergo develops a largescale investment program contemplating construction of new power facilities and technical reequipment of the existing ones using state-of-art engineering solutions.

The first steps toward implementation of the program were construction of the second 800 MW power generation unit at Nizhnevartovsk SdPP, and reconstruction of the first generation unit at Tyumen CHP-1.

In 2002 RaO UES of Russia approved reform project of JSC Tyumenenergo. The document contemplates separation of four power plants (Urengoy, Nizhnevartovsk and two Surgut SdPP) into gross generating companies. Tyumen CHP-1 and CHP-2, and Tobolsk CHP were to be consolidated by territorial generating company, while 12 grid units formed a united distribution grid company. The reform took three years.

in 2003 the Company invested 1.7 bln rubles of its own funds into the projects. JSC Tyumenenergo was then the only energy business in Russia that exploited its proprietary resources for construction.

March 5, 2005 — Board of RAO UES of Russia passed resolution for JSC Tyumenenergo reorganization. In accordance with Russian Federation law “On power industry” and other regulatory legal acts JSC Tyumenenegro was separated into divisions by types of activity.

Thus, on July 1, 2005 JSC Tyumenenergo (a 100 % subsidiary company ofRAO UES of Russia) became a distribution grid company.

April 27, 2007 — RaO UES of Russia board passed resolution for increasing the number of interregional distribution grid companies from 4 up to 11, through rearrangement of adjacent businesses with comparable balance sheet assets. Thus, JSC Tyumenenergo was approved as an interregional distribution grid company under the same trade name.

July 1, 2008 — in the process of RAO UES of Russia reorganization, JSC IDGC Holding becomes owner of 100 % share of JSC Tyumenenergo.

2008 — const ruct ion of Nadym — Salekhard 220 kV OHl commenced, in order to connect Salekhard district of the Yamal to Tyumen energy system.

2009 — Tyumen Power Grids is reorganized into Tyumen distribution Network. Tyumen distribution Network covers the whole
territory of south of the Tyumen region.

August, 2010 — new Istominskaya 110 kV substation commissioned, with a 110 kV feeder OHl in Novoagansk of Nizhnevartovskiy
district.

November 22, 2010 — Noyabrsk combined cycle electric generating plant commissioned, the first combined cycle power plant in the Extreme North with European energy and resource saving rate. Rated electric power of the plant is 122.6 MV, heat power capacity is 95 Gcal/h.

By now, JSC Tyumenenergo is an interregional distribution network company accumulating impressive power capacities: 631 35—220 kV substations with rated transformer capacity 25,611 MVa, and 5,340 transformer substations with rated transformer capacity 1,092 MVa. Transmission line length is 44,971 km (by cascaded links). In 2010 scope of technological connection to JSC Tyumen energo grids was 274 MW (2,888 mln rubles).
Thanks to the Company, the great region can live a robust life and develop its industrial, scientific and social potential. The Company is ready to extend its inf luence, relying upon reser ves in construction and a team of qualified powermen, which is the most valuable capital cumulated for the years. Therefore, JSC Tyumen energo can be considered one of the most promising upswing companies in the national energy industry.
